Los ciudadanos de la Unión Europea abajo firmantes manifestamos que no estamos dispuestos a asistir impotentes a la atrocidad que se está cometiendo ante nuestros propios ojos contra el pueblo palestino.

En los tiempos de Hitler no había un televisor y un teléfono en cada casa. Y aunque el Estado de Israel ha expulsado a los corresponsales de las ciudades ocupadas y veta el acceso a observadores internacionales y diplomáticos acreditados, es imposible evitar que las imágenes y la narración de la tragedia palestina lleguen a los ciudadanos. Esta vez, por tanto, nadie en Europa podrá decir que ignoraba lo que estaba sucediendo, nadie podrá mostrar sorpresa y horror después de los hechos. Esta vez todos estamos informados día a día: todos somos responsables.

Europa constituye no sólo una comunidad económica de primera magnitud mundial. Es también, y por encima de todo, una sociedad plural que comparte los valores democráticos y de defensa de los derechos humanos. Así ha venido tradicionalmente defendiéndolos como sus señas de identidad ante la comunidad internacional. Y debe seguir defendiéndolos en toda su extensión.

Ahora, para muchos de nosotros estos principios están siendo pisoteados por el Estado de Israel de una manera que según muchos observadores, incluso israelíes, no tiene nada que envidiar a la vergüenza nazi y fascista que ensangrentó Europa hace medio siglo. Es cierto que los medios de ejecución son distintos. La tecnología avanza. Pero la humillación de las personas, el desprecio absoluto de los valores humanistas en los que teóricamente se basa la convivencia de nuestros pueblos, el ensañamiento con el débil y todas las atrocidades del manual universal del racismo y la infamia son las mismas.

Nuestros dirigentes elegidos dudan en aplicar sanciones -siquiera comerciales- al Estado que incumple los acuerdos y resoluciones que articulan el derecho internacional. Hasta ahora, el Estado de Israel ha capitalizado la ayuda internacional de múltiples formas: como acreedor de una solidaridad histórica que difícilmente puede merecer con semejantes políticas; como potencial víctima de agresiones cuyas causas no deja de reforzar; y, finalmente, bajo la forma de exacciones y obstáculos al imposible esfuerzo de reconstrucción del pueblo palestino. Sin embargo, muchos ciudadanos ya estamos aplicando sanciones a nivel personal: un boicot total a todos los productos y servicios “made in Israel” estل ya en marcha y seguirá creciendo por más que siga esperando el debido eco oficial. Europa debe dejar de sostener a ese Estado agresor.

El discurso político oficial se centra vergonzosamente en exigir verbalmente la integridad física del Presidente de la Autoridad Palestina, lo cual es correcto, pero olvida al verdadero protagonista sufriente de esta tragedia: los millones de palestinos, en su mayoría civiles, sometidos a la infame vesania de un ejército que parece estar fuera de todo control.

Cuando llegue la hora de Yasser Arafat –sea por la mano de Sharon o porque se cumplió su tiempo- persistirá íntegra la resistencia palestina, viva mientras quede un solo palestino que haya sobrevivido.

Los ciudadanos europeos hemos elegido a nuestros gobernantes para que defiendan los valores de convivencia, tolerancia, y respeto a los derechos humanos en los que está basada nuestra comunidad, creada trabajosamente después del baño de sangre cuyas secuelas aún padecemos. Por ello es obligación de quienes gobiernan la Unión Europea alzar urgentemente la voz reclamando el fin de la agresión contra el pueblo palestino, y tomar enérgicas medidas que apoyen esta decisión, no sólo en coherencia con los valores que la mayoría de los europeos defendemos, sino como obligación que se deriva del ejercicio responsable de la representación democrática que ostentan.

Si no se toman urgentemente estas medidas, la Unión Europea no sólo se convierte en espectador cómplice de estas atrocidades, sino que verá mermadas, como resultado de la falta de exigencias de sus representantes políticos, la confianza y los valores que fundamentan nuestra identidad como europeos. Y las esperanzas de paz que hemos percibido y en muchos casos intentado desarrollar, se irán desvaneciendo con cada afrenta a la dignidad y la integridad de un hermano, un hijo, una madre, un amigo, un vecino.

Es por tanto a los dirigentes europeos a los que exigimos que actúen con decisión ante una crisis de estas dimensiones. Reclamamos acciones urgentes y eficaces, de acuerdo con el derecho internacional y orientadas a defenderlo, exigidas por la dignidad humana y por los principios que definen a Europa.

También pedimos a los ciudadanos europeos que se manifiesten públicamente. La vida en democracia y libertad no debe, no puede, limitarse al voto en las urnas. Nuestros gobernantes nos representan pero no pueden sustituirnos. Hoy más que nunca “ningún hombre es una isla, aislado en sí mismo”. Debemos ayudar a detener la guerra. Debemos ayudar a construir una paz justa.

We, the undersigned, citizens of the European Union, declare that we refuse to watch in impotence the atrocities against the Palestinian people that are taking place before our eyes

Television and telephone in every house did not exist in times of Hitler. And even though the State of Israel has banned the press from the occupied cities and does not allow access to international observers and diplomats, even so images and chronicles of the Palestinian tragedy reach the citizens. This time, therefore, nobody in Europe will be able to say they ignored what was happening, nobody will be able to show surprise and horror after the fact. This time, we are all informed, day to day: we are all accountable.

Europe in not only a first rate economic community. It is also and above all a plural society, sharing the common values of democracy and defence of the human rights. These have been traditionally upheld as its identity signs before the international community, and Europe must continue this defence with all its might.

For many of us, these principles are now being trampled on by the State of Israel in a way that, according to many observers, even Israelis, brings to mind the nazi and fascist shame that bloodied Europe half a century ago. True, the means of execution are different, and technology has evolved. But the humiliation of people, the total contempt for the humanist values on which the coexistence of our countries is based, the merciless treatment of the weak, and all the atrocities of the universal treaty of racism and infamy are the same.

Our elected leaders hesitate to apply penalties –even commercial ones- to a State that disregards the agreements and resolutions of international law. Even today, the State of Israel is capitalising the international aid in multiple ways: as the recipient of a historical solidarity that its policies do not deserve; as a potential victim of aggressions whose roots it is constantly nourishing; finally, as an obstacle to the impossible reconstruction efforts of the Palestinian people. Nevertheless, many citizens are already applying penalties on a personal level: a total boycott to products and services “made in Israel” is underway, and will continue growing despite the lack of official support. Europe must stop supporting this aggressor State.

The official political discourse is shamefully targeted on the physical integrity of the President of the Palestinian Authority. Being in itself correct, this discourse forgets the real suffering subject of this tragedy: the millions of Palestinians, mostly civilians, victims of the madness of an army seemingly out of control.

When Yasser Arafat is no longer here –either by Sharon’s hand or because his time has come- the Palestinian resistance will be intact, alive as long as one Palestinian has survived.

We, European citizens, have elected our leaders to uphold the values of coexistence, tolerance, and respect of human rights: the cornerstones of our community, painfully built after a bloodshed whose consequences we still suffer.

Therefore, the leaders of the European Union must raise their voice urgently, demanding the end of the aggression against the Palestinian people, and must implement measures to back this demand. This is their duty, not only to be consequent with the values upheld by the majority of the Europeans, but as a duty derived from the responsible exercise of the democratic representation they carry.

Should these urgent measures not be implemented, the European Union will not only be an accessory of these atrocities: it will also see how the trust and the values that mark our European identity are diminished, as a result of the lack of decision of its representatives. And moreover, the hopes for peace we have perceived and tried to develop will start vanishing with each offence to the dignity and integrity of a sibling, a son, a mother, a friend, a neighbour.

We demand from the European leaders a decisive action in the face of a crisis of these proportions. We demand urgent and efficient action, according to international law and aiming to defend it, as expected by human dignity and by the principles that define Europe.

We also demand from the European citizens a public demonstration. Life in democracy and freedom must not, can not, be limited to the act of voting. Our leaders represent us, but can not stand in our place. Today, more than ever before, “no man is an island, alone by himself”. It is our duty to contribute to stop the war. It is our duty to contribute to build a fair peace.
